Penelope wasn't the go-to expert on finding a charity, but compared to others, she had a notable resume in the field. At the very least, if there wasn't something she knew off the top of her head, she knew more than a handful of people she could easily reach out to -- her VALOR initiative had made sure of that.

So when Melody Miro mentioned talks of starting her own, Penelope was, of course, more than willing to help lend a hand. Not only would it be for a good cause (which, after a long day of detailing strategies to work against Rocket, charity work did wonders to soothe the heart), but it was also an excellent opportunity to build upon their ongoing PR efforts.

Melody's office was in fact her elite 4 chamber, repaired extremely quickly after MATIAS SILPH, kyle lopez and John Sullivan's little stunt in her chamber. [break][break]

Her Mr. Rime opens the door for her, ushering miss penelope in as Melody was sitting at her Piano bench, in front of her piano. Her fingers tracing the keys but never producing any actual sound as she couldn't bring herself to make music anymore. He focused from the piano broken as the sound of the door opening drags her back to reality. [break][break]

"Oh council woman, is it time for our meeting already?" she asks quickly closing the lid to the keys. "I'm surprised you took interest so quickly. I thought you'd be more skeptic."

An eyebrow quirked upward, the councilwoman slipped into the chamber with one hand coiled around the handle of a coffee mug and the other against her chest, pressing a clipboard to herself. Her amber hair was wrapped up into a lax bun, which easily matched the comfy white sweater and skinny jeans she wore.

"And, please, I love your idea! The sooner we can implement it the better. Though," Her lips thinned out into a smile. "I do have some minor suggestions."

Her gaze shifts away from the piano, "No, you didn't interrupt anything." she says as it was the truth, melody couldn't bring herself to play any form of music at the moment. Closest thing she could do with stuff related towards the arts right now was dance, cobalion kept training with her. [break][break]

She smiles as Penny showers her with praise for the idea, however she does raise an eyebrow at Penny's idea for making alterations to her idea. "What...what kind of changes?" she wondered, surely the woman wouldn't have come all this way to just completely ruin the core of her idea right? At least that's what tried to happen in the music business pretty often.

Slow, methodical steps carried the woman across the chamber's floor. When she made contact with the closest table within the vicinity, she'd slowly place the clipboard down, allowing the papers tact onto it lightly spill out.

"I just think...the island, right. It's an amazing idea -- a really good cause that'll help a lot of pokemon in need."

But how does she put this for Melody Miro? Without scaring her away from the whole idea altogether.

She trusted penny more than the other council members but she was still cautious of all of them. They failed her in the past and she was worried it would fail her again. However what penny says right after the but sounds ok? "What do you mean by that?" [break][break]

She says as she waits, not looking at penny directly, instead opting to turn her body towards the reflective water and fixing her hair in it's reflection as she waits for Penny to explain.

With each sentence penny broke, another pain twanged in melody's heart. [break][break]

She knew penny was right, she knew that extra precautions had to be taken and that more things had to be done to fend off rocket from completely taking over the region. The league had lucked out thanks to CIAN MAHER's insider information. But she had failed to see one thing from Penny's statement. [break][break]

"You're right, evergrande is in a rather, uhh, dangerous spot. But I don't understand how my idea of a sanctuary for these Pokémon can really assist with that?" She says as the confusion was evident on her face before a conclusion was drawn. [break][break]

Grabbing one of the papers from her stack, she reached over and handed the blueprint over. It detailed a rough sketch of how the facility would work.

She stays silent as Penny explains what the woman's idea was. It did quite frankly sound extremely outlandish. "I.." [break][break]

She says struggling to find the words, was PENELOPE LIVY just trying to take advantage of Melody? She wasn't sure if she was ok with this idea or not...these pokemon had been abused and mistreated by people and now they wanna use them again to hide behind? "Are...are there not ethical concerns about this?" she asks wondering if penny had already thought of that. [break][break]

"I don't know penny.." she says unsure of whether or not the idea will work...but melody could be convinced for the right price.

She hesitates a bit, looking at the blueprints that the councilwoman handed her. [break][break]

She takes a look at the blueprints, not really sure if it was fair for penny to handle her. Neither was her writer sure if either of them could really understand it. But regardless if the plan were to proceed she needed to lay out some terms. "Alright fine." [break][break]

She says handing the blueprint back to Penny. "Cobalion will probably only help the pokemon on the island, he wont help defend the humans if something were to happen. Nor do I want him to be forced too." trying to defend his interest. "I also want partial credit for this idea. I need the council and the rest of the league to see me in a more positive light thanks to MATIAS SILPH and FERNANDO SILPH and Amor Rose." [break][break]

She says moving the metaphorical chess piece in the board. The only question that remained was what Penelope would counter with in response.

"I knew you'd understand," She smiled. "And that's fine. I wouldn't want to force either of you into an uncomfortable position."

Whether he protected the pokemon or the people themselves heeded no issue for the councilwoman -- just the concealment of the island would be enough to avoid most dangers. The rest would be covered at a later date, should a need arise.

To the mention of credit, Penelope's eyebrow rose, genuinely surprised.

"Of course. You shouldn't even need to ask for something like that."
[break][break]

Reaching forward, she pulled the blueprint back into her files, allowing the stack to balance against her arms. The coffee which rested in her other hand was beginning to cool down into a lukewarm mess, but Penelope couldn't bother to pay any mind to it. There were bigger concerns facing her at that moment.

"We'll be doing this together. As a team."

Because, whatever benefit this project provided the idol would flow back to her in dividends. And, in time, she'd come to collect.

I'm as deadly as a heart attack on that Penny, I will leave the league if I have a repeat situation of someone not being held accountable for their actions." [break][break]

She was exhausted, she couldn't have another incident on her hands. "I will go after whoever it is that caused it and punish them myself if we don't. Everyone says Matias was punished, but he's been walking around freely still doing as he sees fit. I'm already alone in the league as the rest of the council members just dance around the issue instead of telling me they wont do shit. I have nothing to lose by leaving."
